# Bulgaria Euro Adoption 2026: What you should to know

> Bulgaria adopted the euro on 1 January 2026 at a fixed rate of 1.95583 leva per euro, and the euro has been its only legal tender since 1 February 2026. This guide explains the key dates, how to exchange leftover leva, and what the changeover means for businesses, payments and PSPs.

## Key takeaways

- Effective date: 1 January 2026. Bulgaria is now the 21st euro-area Member State, bringing the number of EU citizens using the euro to more than 357 million.
- Conversion rate: 1 EUR = 1.95583 BGN, identical to the lev’s ERM II central rate and the rate of the former currency board.
- Dual circulation: 1 to 31 January 2026. From 1 February 2026, the euro is the sole legal tender.
- Dual pricing: mandatory from 8 August 2025 to 8 August 2026. Since 9 August 2026, prices must be shown in euro; a lev figure may only appear as a voluntary reference.
- Exchanging leva: commercial banks exchanged free of charge until 30 June 2026 and continue to exchange until 31 December 2026, some now with fees. The BNB exchanges free of charge indefinitely.
- Accounts and contracts: balances, prices, salaries, pensions and contractual amounts were converted automatically at the fixed rate. Contracts remain valid; no renegotiation is required by the changeover itself.

The Bulgaria euro adoption 2026 took effect on 1 January 2026, making Bulgaria the 21st member of the euro area, at an irrevocably fixed rate of 1 euro = 1.95583 Bulgarian leva (BGN). The lev stopped being legal tender on 1 February 2026, mandatory dual pricing ended on 8 August 2026, and the Bulgarian National Bank (BNB) will keep exchanging leva for euro free of charge with no deadline.

In December 2025, I wrote about what the changeover would mean for businesses, payments and the EU economy. Ten months later, the transition is largely complete. This guide to Bulgaria euro adoption 2026 explains what actually happened, which deadlines still matter, and what businesses, payment providers and security teams should verify now.

## How did Bulgaria join the euro area?

Bulgaria joined the euro area after meeting the Maastricht convergence criteria and completing a five-year stay in the Exchange Rate Mechanism (ERM II). The final legal decision was taken by EU finance ministers on 8 July 2025.

Bulgaria entered ERM II, often called the euro's "waiting room", on 10 July 2020, together with Croatia. It formally requested an extraordinary convergence assessment in February 2025. On 4 June 2025, the European Commission and the European Central Bank (ECB) confirmed in their convergence reports that Bulgaria met all criteria, including price stability, sound public finances, exchange-rate stability and long-term interest rate convergence.

The European Parliament voted in favour on 8 July 2025, and the Ecofin Council adopted the three final legal acts the same day:

- [Council Decision (EU) 2025/1407](<https://trade.ec.europa.eu/access-to-markets/en/news/bulgaria-adopts-euro-1-january-2026>) on the adoption of the euro by Bulgaria on 1 January 2026.
- Council Regulation (EU) 2025/1408, amending Regulation (EC) No 974/98 on the introduction of the euro.
- Council Regulation (EU) 2025/1409, amending Regulation (EC) No 2866/98 to fix the conversion rate at 1.95583 BGN per euro.

For Bulgaria, the step was largely institutional rather than monetary. The lev had been pegged to the euro through a currency board since 1999, so the exchange rate did not move. What changed is that Bulgaria now has a seat on the ECB Governing Council, its 2020 close-cooperation arrangement with the Single Supervisory Mechanism has become full banking-union membership, and monetary policy is set in Frankfurt rather than by a fixed rule in Sofia.

## Bulgaria euro adoption 2026: key dates

The changeover ran in three phases: preparation from July 2025, cash switch in January 2026, and wind-down of transitional rules through 2026. Only two items remain open as of October 2026: commercial-bank exchange until 31 December 2026 and the BNB's open-ended exchange service.

## What is the lev-to-euro conversion rate?

The official rate is 1 EUR = 1.95583 BGN. It is irrevocably fixed, must be applied with all six significant digits, and cannot be rounded, truncated or replaced by an inverse rate such as 0.5113.

EU conversion rules follow three principles that every finance and engineering team should encode:

1. **Use the full rate.** Divide the lev amount by 1.95583. Do not multiply by a shortened inverse.
2. **Round only the final result** to the nearest cent, with half a cent rounded up (for example, 2.555 becomes 2.56).
3. **Never round intermediate steps.** Document how invoices and statements handle line items versus totals, because converting each line and summing can differ from converting the total by a cent or more.

Worked examples: 5.00 BGN = €2.56, 10.00 BGN = €5.11, and 100.00 BGN = €51.13.

A production-safe implementation uses decimal arithmetic, never binary floating point:

```python
from decimal import Decimal, ROUND_HALF_UP
BGN_PER_EUR = Decimal("1.95583")  # Council Regulation (EU) 2025/1409
CENT = Decimal("0.01")
def bgn_to_eur(amount_bgn: str | Decimal) -> Decimal:
    """Convert a BGN amount to EUR using the official fixed rate."""
    amount = Decimal(amount_bgn)
    return (amount / BGN_PER_EUR).quantize(CENT, rounding=ROUND_HALF_UP)
assert bgn_to_eur("5.00") == Decimal("2.56")
assert bgn_to_eur("100.00") == Decimal("51.13")
```

In Node.js, the same rule applies: use integer minor units or a decimal library such as `decimal.js`, not the native `Number` type.

## What does the euro mean for consumers and travellers?

For residents and visitors, the euro removes exchange costs and makes prices directly comparable with the rest of the euro area. Bank balances, salaries and pensions were converted automatically, so no action was required for money held in accounts.

- **Cash:** the cash switch was fast. By the end of January 2026, about 75% of lev banknotes and coins had been withdrawn, and more than €6.1 billion had been put into circulation, according to the BNB.
- **Leftover leva:** exchange them at a commercial bank before 31 December 2026, or at the BNB at any time free of charge. Expect possible fees at commercial banks since July 2026.
- **Travel:** visitors from euro-area countries no longer pay currency conversion margins at ATMs or card terminals in Bulgaria. Visitors from outside the euro area now pay in euro, as they would in neighbouring Greece.
- **Prices:** dual pricing ended on 8 August 2026, but consumer protection continues. Incorrect conversions and unjustified price increases can still be reported to the Consumer Protection Commission.
- **Coins:** Bulgarian euro coins carry national symbols and Cyrillic inscriptions, and they are legal tender throughout the euro area.

## How does euro adoption affect businesses?

The biggest business benefit is the removal of currency risk and conversion costs with euro-area partners; the biggest workload is in systems, accounting and pricing. Most of that work should now be complete, but the residual items below are where audit findings typically appear.

**Accounting, tax and reporting.** Customs values, duties, import VAT, VAT returns, Intrastat and statistical declarations are now expressed in euro. Accounting records must be kept in euro from 1 January 2026, while historical lev records remain valid for retention and audit purposes. Opening balances should be reconciled against the converted 31 December 2025 closing balances.

**Contracts.** The principle of continuity of contracts applies: the switch to the euro does not by itself terminate, invalidate or allow unilateral changes to a contract. Amounts in leva are read as euro at the fixed rate. Review contracts that reference lev-specific benchmarks, minimum amounts or thresholds, because converted figures may now be awkward or inconsistent.

**Pricing.** Since 9 August 2026, prices must be shown in euro. A lev equivalent may be shown voluntarily but only as a non-payable reference. Existing menus, catalogues and printed materials can remain in use if the euro price is clearly the payable price.

**Trade and investment.** Transactions with euro-area partners are simpler and cheaper, with less need for hedging. The European Commission expects euro membership to make Bulgaria more attractive for foreign direct investment because of lower perceived risk.

**Payroll and HR.** Salaries, benefits and pensions were converted automatically. Employment contracts and internal pay scales should be updated to euro values for clarity, even though the lev figures remain legally equivalent.

## What changes for payments, PSPs and merchants?

For payment service providers (PSPs), acquirers and merchants, Bulgarian transactions are now domestic euro payments. That simplifies settlement and pricing, but it requires correct currency handling end to end, from checkout to reconciliation.

| Area | Before 1 Jan 2026 | Since euro adoption | What to verify |
| --- | --- | --- | --- |
| Currency code | BGN (ISO 4217 numeric 975) | EUR (ISO 4217 numeric 978) | No new BGN authorisations; BGN retained only for refunds and historical data |
| Card payments in Bulgaria | Cross-currency for euro cardholders | Same-currency for euro cardholders | Dynamic currency conversion (DCC) disabled for EUR cards on Bulgarian terminals |
| Credit transfers | SEPA in EUR, local transfers in BGN | Euro credit transfers as standard | Payment routing, cut-off times and fee tables updated |
| Bank accounts | BGN-denominated | Converted to EUR; IBAN unchanged | Stored mandates and beneficiaries still resolve correctly |
| Refunds and chargebacks | Original currency BGN | Lev-era transactions refunded in EUR at the fixed rate | Refund logic converts with the full rate and correct rounding |
| Merchant pricing | Dual display in BGN and EUR | EUR only since 9 Aug 2026 | Checkout, invoices and receipts show EUR as the payable amount |

Three practical points deserve attention:

1. **Legacy transactions.** Refunds, partial captures, recurring billing and chargebacks on transactions authorised in BGN before 2026 are the most common source of errors. Test each flow explicitly.
2. **Regulatory scope.** As a euro-area Member State, Bulgaria now falls under euro-area timelines of EU payments legislation, including the Instant Payments Regulation (EU) 2024/886. Confirm which obligations and deadlines apply to your entity with your compliance team.
3. **Reporting.** Merchant statements, settlement reports and data warehouse schemas must handle a currency change within the same merchant history without corrupting totals or KPIs.

## What are the security and compliance risks of the changeover?

Currency changeovers create two kinds of risk: social-engineering campaigns that exploit public confusion, and control failures caused by large, time-boxed system changes. Both remain relevant in 2026, because the remaining exchange deadline and post-changeover audits keep the topic in the news.

**Fraud and social engineering**

- Phishing and smishing that impersonate banks, the BNB or government portals, offering to "convert" savings or "verify" accounts. Banks converted accounts automatically and never needed credentials to do so.
- Fake exchange services and counterfeit-banknote scams targeting elderly people holding lev cash at home.
- Invoice and business email compromise fraud using "updated euro bank details" as a pretext. IBANs did not change; any request to change beneficiary details must be verified out of band.

**Control and change management**

- **PCI DSS v4.0.1:** treat currency changes in payment applications as significant changes under Requirement 6.5. Document impact analysis, approval, testing and rollback, and confirm that no cardholder data handling changed as a side effect (Requirement 12.5.2 scope review).
- **SOC 2 (CC8.1 change management):** keep evidence that conversion logic was tested, peer-reviewed and approved before deployment, and that post-deployment monitoring confirmed correct behaviour.
- **Data integrity:** run reconciliation controls comparing converted balances with the original lev values at full precision. Log and investigate any rounding difference above a defined tolerance.
- **Configuration hygiene:** remove or deactivate BGN from currency allow-lists for new authorisations, while preserving it for historical lookups and refunds.
- **Monitoring:** add detection rules for transactions or invoices still presented in BGN after 1 February 2026; they often indicate a misconfigured integration or attempted fraud.

## What does Bulgaria's accession mean for the EU economy, and what are the risks?

For the EU, Bulgaria's accession is a modest economic event but a meaningful political one: it extends the euro to 21 of 27 Member States and signals that the single currency is still expanding. For Bulgaria, the gains are long-term, while the risks are concentrated in prices, public finances and politics.

**Expected benefits**

- Lower transaction and hedging costs for trade with euro-area partners, which account for most of Bulgaria's trade.
- Access to the ECB's monetary policy tools and lender-of-last-resort support, replacing the rigid currency board.
- Potentially lower borrowing costs and stronger investor confidence over time.

**Risks and criticism**

- **Inflation perception.** Many Bulgarians feared price increases; food prices had already risen about 5% year on year in November 2025. Authorities responded with dual pricing, inspections and fines, and the Ministry of Finance expected inflation of roughly 3.5–3.6% rather than a changeover spike.
- **Public finances.** Eurostat data showed Bulgaria recording the largest government deficit in the EU as a share of GDP in the first quarter of 2026. Fiscal discipline now matters more, because Bulgaria can no longer rely on a domestic monetary anchor.
- **Political polarisation.** Euro adoption was opposed by protests and some political parties. Analysts warned that any problems with the changeover would be used by Eurosceptic politicians.

The balanced view: euro adoption removes a structural cost and risk for businesses, but it does not by itself raise productivity or wages. Those outcomes depend on fiscal policy, institutions and investment.

## Post-changeover checklist for businesses and PSPs

Use this checklist to close out the transition before year-end 2026 and before your next PCI DSS or SOC 2 assessment.

- Exchange any remaining lev cash at a commercial bank before 31 December 2026, or plan to use the BNB afterwards.
- Confirm all prices, invoices, receipts and checkout pages show euro as the payable amount.
- Reconcile 2026 opening balances with converted 2025 closing balances at full precision.
- Test refunds, partial captures, recurring payments and chargebacks for transactions originally made in BGN.
- Remove BGN from currency lists for new authorisations, while keeping it for historical data.
- Disable DCC for euro cardholders on Bulgarian terminals and e-commerce checkouts.
- Review contracts with lev-specific thresholds, minimums or benchmarks.
- Retain change-management evidence for the conversion (design, testing, approval, monitoring).
- Brief customer-facing staff and customers on euro-related phishing and "changed bank details" fraud.
- Confirm which euro-area payment regulations and deadlines now apply to your entity.

## Summary

Bulgaria euro adoption 2026 is complete in law and largely complete in practice: the euro has been the sole legal tender since 1 February 2026, and euro-only pricing has applied since 9 August 2026. What remains is operational discipline. Businesses should close out lev cash and legacy contracts, PSPs should prove that refunds and reporting handle the currency change correctly, and security teams should keep evidence that conversion changes passed through proper change control. Handled well, the changeover becomes a one-time project that leaves lower costs and simpler payments behind it.
